Office of Environmental Analysis
The Office of Environmental Analysis (OEA) is responsible for directing the environmental-review process in pertinent cases before the agency, conducting independent analyses of all environmental data, and making environmental recommendations to the Board Members.
The STB’s environmental rules can be found at 49 CFR 1105. Upon its inception in 1996, the agency adopted the former Interstate Commerce Commission’s environmental regulations governing the environmental-review process and outlining procedures for preparing environmental documents. These rules implement various environmental statues, including the National Environmental Policy Act (NEPA) and the National Historic Preservation Act. The rules are designed to ensure adequate consideration of environmental factors in the Board’s decision-making process.
